If i unlock the translation of release-notes now, you are going to translate it and when the next release date comes, we most probably change the template again and your efforts will be wasted. That's why i am locking the release notes after a release. If it's not a problem for you, or release managers say that "we're not going to change the template that much", i can unlock it of course.
