[Hata 11312] Yeni: Inconsistent behaviour in pisi vs package-manager

This bug report has its origin in pardus-devel [1].

When I use package-manager I am able to list available updates as a normal 
user without the need to enter my password to policy-kit.

pisi lu will not fetch the update list and pisi ur needs to be run as root.

I think there is something wrong here, either you can do too much as a normal 
user in package-manager or too little in pisi.

To me it looks like the show updates button in package-manger does a 
equivalent to:
sudo pisi ur && pisi lu
without asking for any password.

I did this steps on a fresh install

1. pisi lu
no updates available

2. pisi ur
you need to be root for that, nothing was changed

3. hit the show update button in pm
it downloaded and updated the repo, but did not ask for my password

4. pisi lu
now all the available updates was listed.
